Director of Programs

Description
The Director of Programs is a key member of the executive leadership team, responsible for overseeing and strengthening the agency’s HCBS (Home and Community Based Services) program. The agency’s program services encompass the DHS’s (Department of Human Services) ODP (Office of Development Program) Chapter 6100 regulations services for Individuals with Intellectual Disability and Autism; as well as OLTL (Office of Long-Term Living regulation) Community Health Choices services through the MCOs (Managed Care Organizations). This position ensures compliance with all applicable regulations, promotes excellence in service delivery, and drives growth through effective leadership, strategic planning, and partnership development.
Key Responsibilities
Program Oversight & Compliance
– Oversee daily operations of all the Chapter 6400 Community Homes for Individuals with Intellectual Disability & Autism (Residential) Residential and Community Based Services programs to ensure adherence to 55 PA Code Chapters 6100 regulations, 6400 regulations, Chapter 52 and Chapter 611 regulations.
– Ensure compliance with the PA Department of Human Services (DHS), including the Office of Developmental Programs (ODP), Office of Long-Term Living (OLTL), and Bureau of Autism Services (BAS).
– Implement and monitor procedures that uphold agency policies, contract requirements, and regulatory
standards.
– Conduct regular audits of programs to ensure program compliance.
– Utilize EIM (Enterprise Incident Management) and HCSIS systems effectively for reporting and compliance tracking. 
Leadership & Supervision
– Provide direct supervision and mentorship to Directors, Program Managers, Coordinators, and Site Supervisors.
– Foster a culture of collaboration, accountability, and continuous improvement.
– Facilitate staff development, education, and training activities to promote professional growth and program excellence.
– Maintain 24-hour availability for program emergencies and support crisis intervention as needed.  
Program Development & Quality Improvement
– Develop, implement, and monitor procedures to ensure high-quality, person-centered care.
– Evaluate program outcomes, satisfaction metrics, and service effectiveness to identify opportunities for improvement.
– Ensure that all Individual Support Plans (ISPs) are person-centered, updated, and implemented according to 6400 regulations.
– Coordinate and facilitate weekly team meetings to review progress, outcomes, and ongoing initiatives.
– Oversee the agency intake process to ensure that a broad and needed range of services are matchedwith the identified need in the community. 
Budget Management
– Provide input into annual budget development; oversee and manage program budgets to ensure fiscal responsibility.
– Maintain accurate financial documentation and ensure timely submission of reports.
– Ensure adherence to procurement policies and prudent resource management. 
Collaboration & External Relations
– Act as liaison with Supports Coordination Agencies, County programs, and partner organizations to foster collaboration and enhance service delivery.
– Represent the agency at ODP, OLTL, and community meetings, trainings, and inter-agency networks.
– Promote agency growth by identifying and cultivating referral sources and expanding service opportunities.
Client & Family Engagement
– Maintain positive, ongoing communication with individuals, families, and support teams.
– Ensure that all individuals attend medical appointments and engage in community-based quality of life activities.
– Champion the agency’s mission and ensure that all actions reflect Casmir Care Services ‘culture and values.
Qualifications
Qualifications
– Master’s degree required; Behavioral Health or Social Work (MSW) preferred.
– Minimum 3–5 years of supervisory experience within 6400-regulated Residential and HCBS
programs.
– Proven experience with HCBS Waiver Programs under 55 PA Code.
– Strong understanding of ODP, OLTL, BAS, and applicable state/federal regulations.
– Excellent leadership, communication, problem-solving, and organizational skills.
– Valid driver’s license and reliable transportation.
– Ability to obtain and maintain required background clearances.
– Flexibility to meet individual and program needs, including on-call availability.
